Planning framework

CDA Zones & Islamabad Sectors

Islamabad Capital Territory is divided into five planning zones under the Capital Development Authority (CDA) master plan. Knowing which zone a property falls in tells you who approves it and how it was planned.

Q1.What are the executive and residential sectors in Islamabad’s Zone 1?

Zone 1 is the CDA’s planned sector grid — the original, government-developed heart of Islamabad. It includes the high-value executive and residential sectors of the E-Series (E-7, E-8, E-9, E-11), the F-Series (F-5, F-6, F-7, F-8, F-10, F-11), the G-Series (G-5 to G-14, including G-9 Karachi Company and G-13), the H-Series (H-8 to H-13, mainly institutional) and the I-Series (I-8 onwards, residential and industrial).

Sector E-11 is a special case: the CDA also allows private and cooperative schemes there, such as FECHS and MPCHS.

Q2.Which areas fall under Zone 2 and Zone 5 in Islamabad?

Zones 2 and 5 are where the CDA has allowed private and cooperative housing schemes since 1992.

  • Zone 2 lies to the west along GT Road and the airport side and includes residential sectors such as G-15 (part), G-16, G-17 and F-15, along with newer sectors (for example E-16, E-17, F-17 Tele Gardens) and schemes such as Multi Gardens B-17.
  • Zone 5 lies south of Islamabad Park, along the Islamabad Expressway and GT Road, and hosts large schemes including parts of Bahria Town, DHA Islamabad and PWD.
  • Zone 3 is the Margalla Hills National Park (largely protected), and Zone 4 covers Islamabad Park and rural areas, where farm-housing and some private schemes have been permitted since 2010.

Zone boundaries for individual schemes should be confirmed on the CDA’s official Private Housing Schemes list.

Housing Societies & Blocks Directory

The Twin Cities’ private housing market is dominated by a handful of large societies and a growing corridor of projects around the motorway and the new airport.

Q3.What are the major phases and blocks in Bahria Town Islamabad and Rawalpindi?

Bahria Town spans Phases 1 to 8, Phase 8 Extension, Bahria Hamlet, Bahria Enclave (Sectors A to N), Bahria Garden City and Bahria Agro Farming. Older phases (1–7) are largely developed and populated; Phase 8 and Bahria Enclave include both developed and developing blocks.

Q4.Which phases and sectors are included in DHA Islamabad and DHA Valley?

DHA Islamabad-Rawalpindi includes Phase 1, Phase 2 (sectors A to J and the central commercial area), Phase 3 (which absorbed developed zones of the former Bahria Garden City, around the Serene City area), Phase 4, Phase 5 and Phase 6 (formerly known as Phase 2 Extension). DHA Valley is organised into flower-named sectors — Bluebell, Rose, Lily, Sunflower, Oleander, Jasmine, Bougainvillea and Daffodil — alongside DHA Homes and commercial avenues.

Q5.What blocks are available in Capital Smart City and Park View City?

Capital Smart City (along the M-2 near Islamabad International Airport) is marketed in blocks including Overseas East and Overseas Central, the Executive Block, Harmony Park, Silicon Valley, Financial Square and the Lake View Block. Park View City (Islamabad) offers Blocks A to H and J, an Overseas Block, Golf Estate and Terrace Apartments.

Block names change as projects launch new phases. Confirm the current block, its development status and NOC with the developer before booking.

Q6.Which housing projects are located along the Motorway, Airport and CPEC corridor?

The corridor between the M-2, Srinagar Highway, the new airport and Chakri Road has become the Twin Cities’ fastest-growing belt. Major projects include Nova City, University Town, Motorway City, Graceland Housing, Aamin Housing-1 (Srinagar Highway, including farmhouse plots), Abdullah City, Faisal Town Phase 1 & 2, Multi Gardens B-17 and Phase 2, Faisal Hills, Top City-1, Mumtaz City, Blue World City, Kingdom Valley and Rudn Enclave.

Sadiqeen Group’s own projects in this belt include Mahia Complex on University Town Main Boulevard, Heights Park on Nova City Main Boulevard and Prim Rose Villas in Graceland Housing.

Connectivity

Roads, Expressways & Interchanges

Access is one of the strongest drivers of property demand. These are the corridors that define commute times and future growth.

Q7.What are the primary expressways and highways connecting Rawalpindi and Islamabad?

The key corridors are the Islamabad Expressway (Zero Point to GT Road), Srinagar Highway (formerly Kashmir Highway, linking the city centre to the airport and M-1/M-2), GT Road (N-5), Murree Road, The Mall in Rawalpindi, IJP Road, Park Road and Airport Road.

Daily life

Shopping Malls, Logistics & Move & Pick Services

Proximity to retail and reliable relocation services shapes both rental demand and day-to-day convenience.

Q9.Where are the most well-known shopping malls in Islamabad and Rawalpindi?

  • Centaurus Mall — F-8, Islamabad.
  • Giga Mall (World Trade Centre) — DHA Phase 2, GT Road.
  • Amazon Mall — GT Road.
  • Safa Gold Mall — F-7 (Jinnah Super area).
  • Gulberg Greens malls — including Gulberg Mall & Signature Living on the Gulberg Expressway.
  • Saddar and Commercial Market — Rawalpindi’s traditional retail hubs.

Q10.How do Move & Pick services assist residents and businesses in housing societies?

Move & Pick (packers and movers) services handle house shifting, furniture packing, office relocation and secure intra-city logistics. They make it easier to move into societies such as Bahria Town, DHA and B-17, where gate entry rules, lift access in apartment towers and society timing restrictions can apply.

5-Star Hotels & Serviced Apartments

International-brand hotels anchor nearby commercial demand and are increasingly part of mixed-use real estate projects.

Q11.Which 5-star luxury hotels operate in Islamabad and Rawalpindi?

  • Islamabad Serena Hotel — Khayaban-e-Suhrawardy, G-5, near the Diplomatic Enclave.
  • Islamabad Marriott Hotel — Aga Khan Road, F-5.
  • Pearl Continental Rawalpindi — The Mall, Rawalpindi.

Under development: Radisson Hotel Group has signed Radisson Blu Hotel & Residences, Islamabad in Mumtaz City on Srinagar Highway near the airport, and Radisson Hotel Islamabad Multi Gardens inside J7 Group’s J7 Emporium in B-17.

Signed hotel projects are not operating hotels. Check the opening status before relying on them.

Heritage

Spiritual Heritage & Shrine Tourism

Historic shrines are among the most-visited sites in the capital region and shape the character of the neighbourhoods around them.

Q12.Where are the famous Sufi shrines of Bari Imam and Golra Sharif located?

The Bari Imam Complex (Hazrat Shah Abdul Latif Kazmi R.A.) is in Nurpur Shahan at the Margalla foothills, near the Diplomatic Enclave. The Golra Sharif Shrine (Hazrat Pir Syed Meher Ali Shah R.A.) is in Golra, near Sector E-11 and Golra Railway Station.

Smart Buyer’s Guide

Practical answers to the questions our team hears most often from buyers in the Twin Cities.

Q19.How can I verify whether a housing society is approved?

  1. Check the CDA’s Private Housing Schemes list (Islamabad) or the relevant RDA / Punjab list (Rawalpindi), including lists of unapproved schemes.
  2. Ask the developer for the approved LOP and NOC, and confirm that your block falls inside the approved area — some schemes sell land beyond their approved boundary.
  3. Match the developer’s name and registration with the approving authority’s record.
  4. For built property, confirm the building plan approval and completion certificate.

Q20.What is the difference between a property file and a developed plot?

A file is a booking right — the plot number may not yet be allocated, and its final location depends on balloting and the land the developer acquires. A developed plot has an allotted number, physical demarcation and, ideally, possession.

Files are usually cheaper but carry more risk: delays, location uncertainty and, in weak projects, non-delivery. Plots with possession cost more but let you build or rent.

Q21.What is the total cost of buying a plot beyond its price?

Budget for: advance tax under 236K (lower for filers), stamp duty and other provincial or ICT transfer duties, the society’s transfer fee, development charges if not included, possession and utility connection charges, and any agent commission. Use the cost estimator below for a first estimate.

Q22.What should overseas Pakistanis check before transferring money?

  • Pay only into the developer’s or seller’s verified bank account — never a personal account of an agent.
  • Use proper banking channels (for example a Roshan Digital Account) so your funds are documented.
  • Get a written allotment or sale agreement and receipts for every payment.
  • Appoint a trusted representative through a registered power of attorney if you cannot be present.
  • Verify approvals yourself, as described above.

Q23.Does Sadiqeen Group offer farmhouse plots near Islamabad?

Yes. As an authorized marketing partner of Aamin Housing-1 on Srinagar Highway, Sadiqeen Group offers farmhouse plots for buyers who want open space, privacy and a weekend or permanent residence within reach of Islamabad.

Srinagar Highway links central Islamabad with Islamabad International Airport and the M-1 and M-2 motorways, so farmhouses along this corridor combine a semi-rural setting with direct road access to the city.

Before booking a farmhouse plot, ask for the scheme’s approval documents, the plot’s exact location on the approved layout plan, the payment schedule and the permitted construction rules. Our team can walk you through each of these. See the Aamin Housing-1 farmhouse plots page or contact us for current availability. Farmhouse plots are also available in Graceland Housing.

Farmhouse plot sizes, prices and availability change. Confirm the current details and approvals with our team before booking.
